Constitution of the Graduate Student Council January 2000
Article 1. The name of this organization will be the Graduate Student Council, herein known as the GSC.
Article II. The purpose of the GSC will be to provide a forum to address issues affecting graduate students and to work for implementation of changes that will enhance the graduate student experience at The University of Texas at Dallas.
Article III. Membership will be open to all graduate students enrolled at The University of Texas at Dallas.
Article IV. The GSC will have an Executive Committee consisting of one representative from each of the schools within The University of Texas at Dallas (currently: Arts and Humanities, Electrical Engineering and Computer Sciences, General Studies, Human Development, Management, Natural Sciences and Mathematics and Social Sciences) for a total of seven representatives. In the event of a change in the number of schools within the university, there will be a concurrent change in the number of representatives in the Executive Committee, maintaining one representative from each school within the university.
Representatives will be elected by plurality vote of all attendees at a scheduled meeting of the GSC held annually at the beginning of the Fall semester or as needed to replace outgoing representatives. The term of a GSC representative shall extend until the next fall semester election is held. No term limits shall be in effect. In the event of a position not being filled due to no one from a given school within the university desiring to serve, that seat may be filled by a graduate student from another UTD school.
A President, Vice President and Secretary will be chosen by a plurality vote of the seven representatives. The President and Vice President will be one of the representatives and the secretary will be either a representative or such person as the representatives will choose. The President will preside over the Executive Committee meetings and the general GSC meetings as well as be responsible for calling these meetings. In the absence of the President, the Vice President will assume these duties.
Article V. The GSC will have one or two advisers who are members of the faculty and/or staff o f the university.
Article VI. GSC meetings will be held as deemed necessary by the Executive Committee with at least one meeting at the beginning of each of the spring and fall semesters. Notice of meetings will be posted at least one week in advance and must be approved by the President.
For voting purposes at a meeting of the Executive Committee, a majority of the representatives need be present to constitute a quorum. A representative who has been inactive for an extended period of time or is unable to adequately complete their term, in the opinion of a plurality of the representatives, may be replaced by an election at a scheduled meeting of the GSC (as outlined above).
Article VII. This constitution of the Graduate Student Council will remain in effect in its entirity unless amended. Amendment of this constitution will be by plurality agreement of the representatives and any amendments will be announced at the next meeting of the GSC.
Article VIII. In the event of dissolution of the Graduate Student Council, any funds belonging to the GSC will be donated to The University of Texas at Dallas McDermott Library for the purchase of periodicals and books.
